OAK RIDGE, Tenn. — As public school enrollment faces demographic pressures across the state and nationally, Oak Ridge Schools has experienced significant enrollment growth since the 2020–21 school year, while also surpassing its pre-COVID enrollment levels.
According to enrollment data from the Tennessee Department of Education, Oak Ridge Schools has grown steadily following the enrollment disruption experienced during the COVID-19 pandemic. Enrollment increased from approximately 4,500 students in 2020–21 to 4,853 students in 2024–25, representing growth of nearly 8 percent in four years. The district’s enrollment during that period also exceeded its pre-COVID level of 4,495 students in 2018–19.
The local trend stands in contrast to the national picture. Public school enrollment across the United States fell sharply during the pandemic and has not returned to pre-pandemic levels. National Center for Education Statistics data show that U.S. public school enrollment declined from approximately 50.8 million students in fall 2019 to 49.5 million in fall 2023, a decrease of approximately 2.5 percent. NCES also projects continued demographic pressure, with national public elementary and secondary enrollment expected to decline approximately 5 percent between 2022 and 2031, primarily because of a projected decline in the school-age population.
“Enrollment is one of many indicators of the strength of a school system and the confidence families have in their community,” said Dr. Bruce Borchers, Superintendent of Oak Ridge Schools. “At a time when many public school systems are navigating declining school-age populations and changing demographics, Oak Ridge Schools has experienced meaningful growth since the pandemic. We believe families continue to see Oak Ridge as a community where their children can receive an exceptional education and be prepared for college, career and life success.”
Oak Ridge Schools experienced a modest enrollment dip during the 2025–26 school year, ending the year with 4,694 students. Early enrollment activity for the new school year, however, shows renewed growth. As of August 2026, Oak Ridge Schools has 4,795 students enrolled — an increase of 101 students since June 4, 2026.
The district’s post-pandemic growth also compares favorably with enrollment trends across East Tennessee. An analysis of Tennessee Department of Education data shows that many neighboring and regional school systems have experienced flat or declining enrollment over the same general period. Oak Ridge’s growth has occurred while districts across the region continue to navigate changing demographics, housing patterns, birth rates and other factors affecting the number of school-age children in their communities.
The enrollment trends also reinforce the importance of long-range planning, especially given the unprecedented investment in and growth of the nuclear industry in the Oak Ridge community. While enrollment can fluctuate from year to year, Oak Ridge Schools strategically considers both current students and future generations while maintaining and developing facilities that support modern teaching and learning.
“Our responsibility is bigger than responding to a single year’s enrollment number,” Borchers said. “We partner with our colleagues at the city and outside consulting firms to continuously monitor and forecast the growth and needs of our students and families. Our job is to make decisions today that position our district to serve this community well for decades to come while maintaining the standard of excellence that Oak Ridge Schools is known for.”
